Luis E. Tomassini-Segarra, Esq. is an experienced attorney with a diverse practice, primarily focused on litigation. Luis is recognized for his in-court demeanor and his litigation skills. During his 20-plus year career, Luis has been actively involved in administrative proceedings, commercial, civil, criminal litigation, immigration, and white-collar crime.
Mr. Tomassini has tried multiple jury and bench trials throughout his legal carrer in state and federal court. He served four years as an Assistant Public Defender in Carolina, PR. In 2010, he founded Tomassini-Segarra Law Office, in which he has represented public agencies and was a public policy advisor to the Speaker of the House of Representative of the Commonwealth of Puerto Rico. In 2016, the U.S. Supreme Court affirmed Mr. Tomassini’s motion to dismiss on double jeopardy grounds in Commonwealth of Puerto Rico v. Sanchez Valle et.al., 136 S.Ct. 1863 (2016).
Luis has been an adjunct professor for more than a decade at the Interamerican University of Puerto Rico School and the Universidad Ana G. Mendez(UAGM). Luis obtained his Juris Doctor from the Pontifical Catholic University of Puerto Rico School of Law and was admitted to practice of law in Puerto Rico in 2006. He also served as a administrative law judge presiding over due-process hearings pursuant IDEA Act and Housing Act. He is a bar member of the U.S. District Court for the District of Puerto Rico (USDCPR).
Currently, he’s a member of the CJA Panel of Attorneys at the USDCPR. Mr. Tomassini is also a bar member of the U.S. Supreme Court and the U.S Court of Appeals for the First Circuit. He is an active member of the Puerto Rico Association of Criminal Defense Lawyers (PRACDL), an affiliate of the National Association of Criminal Defense Lawyers (NACDL).
